An October 2026 procurement record for South Africa’s Department of Forestry, Fisheries and the Environment seeks a 12-month assignment to cost implementation of the National Waste Management Strategy and prepare a resource mobilisation plan. The official bid package for DFFE-B014 (26-27) gives a 25 November closing date and asks for capital and operating costs to be estimated separately. That is a request for planning services. A consultancy tender does not establish that a facility is funded, that a contract has been awarded or that a new packaging restriction applies. The department’s earlier consultation notice separately identifies the draft strategy as Government Notice 6972, published in December 2025. [1][2]
Follow the operating money as well as the asset
A sorting line can add nominal capacity without a corresponding increase in recovered packaging if collection cannot bring it the right material or there is no dependable outlet for the sorted bales. The practical funding question is who covers the costs of collection, transfer, sorting and rejects after a facility opens. Money for equipment and money for regular service solve different constraints. The economics of recyclable packaging explains why outlet value and sorting losses matter together.
Packaging producers and recovery partners should look for a funded service area, a responsible operator, evidence of incoming volume and a buyer for the sorted output. Those records can support a specific redesign or offtake commitment. A national costing exercise is useful for identifying where such records may eventually become available, but its existence cannot validate a particular market’s collection route.
The most credible early opportunity may therefore be improved sorting and offtake for formats with existing collection channels. A switch to compostable packaging would need its own collection and receiving pathway. Watch for a documented award, followed by an adopted funding plan and evidence of contracted or operating services. Each milestone changes the strength of the market case.
