On 15 August 2026, Cairo’s government portal reported that officials had reviewed an online extended producer responsibility registration system ready for launch through the national waste information system. The account said producers and importers could use the system to register and disclose quantities of packaging placed on the Egyptian market. It described priority packaging materials for an initial phase. The Waste Management Regulatory Authority’s public site now offers an EPR service entry. Neither record establishes a universal packaging filing date, a fee schedule or an exhaustive first-phase material list. [1][2]
Egypt already has a separate EPR decision for specified plastic shopping bags. Prime Ministerial Decision 662 of 2025 identifies those bags as a priority product and sets out registration procedures for their producers and importers. Keep that product-specific regime separate from preparations for broader packaging reporting. [3]
Can the importer reconcile the declaration?
Importers may find the harder task is converting a supplier’s specification into a record that can be reconciled to actual market quantities. A purchasing system might track packs or cases, while a declaration may need quantities classified by packaging material. If a supplier changes a film, lid or liner without recording the revision, the same purchase code can hide two constructions. A data-capable supplier can reduce the buyer’s verification effort even when its pack price is unchanged.
Run a private test against a representative order. Link the SKU, construction revision, component weights and number of units in the consignment. Keep paper, plastic liners and closures separately identified where the supplier can document them. Reconcile the result against the commercial invoice and identify who owns the record if a brand imports through a distributor. This is a preparation exercise. The authority’s published filing definitions should determine the final allocation and reporting basis.
A paper or plant-fibre pack can bring useful sourcing options, but a fibre description alone does not resolve the identity of barriers, lids or adhesives. Material swaps should be evaluated for both service performance and the completeness of supplier data. Watch for the first-phase product list and official instructions on how to report composites, who files and when obligations start. Those details can change the commercial comparison more than the existence of a login screen.
