UK Plastic Packaging Tax has two questions that are often collapsed into one: whether a business must register, and which packaging creates tax due. HMRC’s guidance identifies 10-tonne registration tests and states that tax is payable on relevant manufactured or imported plastic packaging components containing less than 30% recycled plastic. [2]
These are different filters. A record showing a recycled percentage cannot, by itself, answer the rolling registration calculation. Equally, registration does not mean every packaging component in the business’s records is taxable at the same time.
The registration periods are not interchangeable
HMRC identifies a forward-looking test where a business expects to manufacture in the UK or import into the UK 10 tonnes or more of finished plastic packaging components in the next 30 days. It separately identifies a backward-looking test for 10 tonnes or more in the last 12 months. [2]
A calendar-year spreadsheet can therefore be an inadequate description of the relevant period. The underlying legislation in Finance Act 2021 Part 2 and Schedule 9 should be read with the current guidance for the particular manufacture, import and registration situation. This guide does not determine a business’s registration date. [1]
| Question | Rule or evidence | Important boundary |
|---|---|---|
| Forward registration test | Expect at least 10 tonnes in the next 30 days | Relevant UK manufacture or imports of finished plastic packaging components |
| Backward registration test | At least 10 tonnes in the previous 12 months | A separate rolling test, not merely a calendar-year total |
| Content test | Less than 30% recycled plastic | Registration and tax due must not be treated as one question |
| Rate from 1 April 2026 | GBP 228.82 per tonne | Apply to taxable packaging under the actual rules, not every registered tonne |
Recycled content determines another boundary
The 30% test concerns the plastic component’s recycled-plastic content under the applicable definitions and evidence rules. HMRC also warns that recycled plastic should only be used where permitted by other rules, including food-safety requirements. A tax incentive is not an independent authorisation to use a particular recycled material in contact with food. [2]
The finished-component definition, scope exclusions, exemptions and supporting records also matter. A supplier’s portfolio-level claim or an average across an unexplained product mix should not be substituted for the evidence the tax rules require for the components concerned.
Rate and denominator need their own labels
HMRC’s current guidance lists GBP 228.82 per tonne from 1 April 2026. That rate is a dated tax parameter. It should not be copied into a durable cost model without its effective date and an update trigger. [2]
For an invented, already-established taxable quantity of two tonnes at that rate, the simple multiplication gives GBP 457.64. This example assumes the quantity is taxable; it does not decide the treatment of a real shipment, relief, export movement or accounting period. The amount of tax due is not a count of all tonnes appearing in a registration calculation.
Keep it separate from UK packaging EPR
Plastic Packaging Tax and packaging extended producer responsibility have different legal structures and calculations. An EPR submission or recyclability rating does not automatically answer the tax question, and tax registration does not establish completion of EPR obligations.
The useful evidence chain identifies the responsible business, finished component, relevant quantity and period, recycled-content evidence and applicable relief. Keeping those fields separate makes the record usable when a product changes or an annual tax rate is updated, rather than turning “30% recycled” into an unsupported all-purpose compliance statement.
The separate producer-responsibility system is covered in our UK packaging EPR guide.
