Oregon’s current recycling updates contain two October comment deadlines for different processes. As checked on 24 October 2026, DEQ’s rulemaking page still points to a 30 October cutoff, while its update on the third producer-responsibility programme-plan amendment gives 19 October. A packaging team needs to identify the docket before deciding which deadline or implementation record belongs in its tracker. [1] [2]
The 30 October route concerns proposed rules
The Recycling Modernization Act Updates2026 page says public comments on the proposed rules close at 4 p.m. on 30 October 2026. It describes proposed Environmental Quality Commission action in January or February 2027. The October date is therefore a consultation cutoff, while the later period is an anticipated adoption step; neither should be relabelled as an already established application date. [1]
For an issue raised under this rulemaking, retain the proposal version, the specific question and the supporting operational evidence together. Submit through DEQ’s published route for that process. Closing a consultation does not itself tell an operations team which wording will be adopted or when a particular requirement will apply.
The 19 October route concerns a programme-plan amendment
On the separate RMA programme page, DEQ lists 5 p.m. PT on 19 October 2026 for comments on Circular Action Alliance’s third programme-plan amendment. That date has passed at this article’s 24 October check. The same section describes DEQ review of the amendment, with approval, conditional approval or rejection as possible outcomes. It is a different approval track from the proposed EQC rule action. [2]
An internal entry called only “RMA October deadline” loses that distinction. Give the rulemaking and the plan amendment separate rows, linked to their exact records. Keep a submitted comment, an agency decision and an effective operational instruction as separate milestones rather than overwriting one date with the next.
A material example cannot define the programme
The historical can-collection photograph provides physical context for packaging recovery; it does not establish which products are covered by either proposal or how a present-day Oregon item should be discarded. A team changing a collection or reporting instruction needs the applicable adopted text and material scope, rather than an image category or a passed comment deadline.
DEQ warns that some viewers outside the United States may be unable to access the linked notice and draft documents and supplies a contact route. This analysis verifies the accessible official status and deadlines; it does not assess the inaccessible draft clauses. The next check belongs to DEQ’s current notices and the actual decision record, with its wording and effective provisions kept distinct from today’s proposal. [1]
